We recommend both Gosset and I-OPT. Gosset can handle more complex problems than I-OPT, but it is more difficult to use.
Applied Statistics algorithm AS 295 (DOPT) -- FORTRAN source code for generating D-optimal designs, available from the site of Alan Miller.
Gendex -- An Australian entry. It doesn't generate I-optimal designs, but it has lots of interesting capabilities, runs under Windows, and costs only $299.
